Imperial naval facilities were established throughout the sector, particularly around Asperta Secundus and Ferrum Prime, providing fleet maintenance and refueling capabilities that leveraged the sector's abundant mineral resources.

Historically, the sector operated with considerable autonomy under local Planetary Assemblies, though it nominally answered to Trantor. This changed dramatically when Emperor Kandar VII imposed direct Imperial rule, appointing Imperial Prefect Otho Norva to oversee the sector. Taxes increased dramatically under Norva's administration, and resources were systematically diverted to Trantor while local governance was suppressed, sparking widespread resentment among both the civilian population and local officials.

In 11,542 GE, Prefect Norva, once loyal to the Empire, allied with the Planetary Assembly and local Imperial garrison to declare independence. The rebellion featured remarkable tactical ingenuity as Norva deployed space mines across key hyperspace routes, crippling incoming Imperial fleets. The Imperial response was led by Admirals Octavius Valkorion and Rojahn Damocles, who commanded a punitive fleet but suffered heavy losses against the prepared defenses. The tide turned only through the heroic sacrifice of Imperial Captain Melak Stele, who rammed his damaged cruiser, the Blackguard, into Norva's flagship during the Battle of Asperta.

Though the rebellion was crushed, its suppression exposed the Empire's brutality to the galaxy. In 11,543 GE, other sectors formed the Alliance of Free Planets, launching the full-scale Imperial Civil War. The Asperta Sector was placed under permanent martial law, and its autonomy was completely revoked. The rebellion was dramatized in Imperial propaganda as a lesson in loyalty, but was secretly celebrated by dissidents across the galaxy.
