Civ Novker is a lawyer on Trantor who represented Hari Seldon. A long-time legal counsel for Hari Seldon, Civ Novker was a cautious and conventional attorney. He advised Seldon during his legal troubles, including an arrest for assault after Seldon defended himself against an attacker. Novker's standard strategy was to avoid magistrates, whom he viewed as impatient and power-hungry, and instead aim for a trial by a jury of citizens, which he believed would be more sympathetic to Seldon's age and reputation. However, during the proceedings for a later, more serious assault charge, he was compelled by Seldon's granddaughter Wanda Seldon using her mentalic influence to change his strategy and take the case before the magistrate Tejan Popjens Lih. Despite his initial strong objections and fears of a prison sentence, this unconventional move ultimately led to the case's dismissal and Seldon's public vindication.
