Genovus Pandaral is the Senior Director of the Executive Council (the Directorate) governing the Settler world of Baleyworld. A tall man with a thick head of white hair and fluffy sideburns that lend him a dignified, leader-like appearance, Pandaral's authority often belies his own perception of himself as an indecisive leader overwhelmed by the complexities of governing during a tense historical period.

He was the senior official responsible for overseeing the planet's response to the return of Captain D.G. Baley's ship from Solaria. Pandaral met with D.G. to discuss the political fallout from Gladia Delmarre's impass public speech, which he feared had undermined the government's hawkish stance toward the Spacers by stirring popular sympathy. His primary concerns were balancing the need to avoid a premature war with Aurora against domestic political pressure from figures like Tomas Bistervan.

Pandaral also revealed to D.G. that Aurora had sent a direct message demanding Gladia's return, a demand that placed him in a difficult position; refusing could provoke a crisis with Aurora, while complying would be portrayed as weakness by his political opponents. Ultimately, he acquiesced to D.G.'s plan to return Gladia to Aurora, authorizing the use of planetary funds to repair the ship and provide bonuses for the crew.
