Agent Russ, identified by the Imperial insignia with a central 'D' on his uniform, is a dutiful officer of Dahl's security forces. Alongside his partner, Gebore Astinwald, he was dispatched to the Tisalver residence to investigate a complaint filed by Casilia Tisalver against her guests, Hari Seldon and Dors Venabili. Russ conducted a stern and by-the-book interrogation, leveling accusations of instigating a riot and carrying unlicensed weapons, specifically focusing on Dors' knives. He attempted to use legalistic pressure and the threat of neural whips to compel Seldon and Dors to surrender and accompany him to headquarters. His operation failed catastrophically when Seldon physically overpowered him, dislocating his shoulder, and his partner was neutralized by Dors Venabili. This humiliating defeat at the hands of his intended captives left him incapacitated on the floor of the Tisalver apartment as a angry mob gathered outside.
