Ludigan Abel is the elderly Trantorian Ambassador to the planet Sark. A seasoned and pragmatic diplomat who has lived on Sark for decades, Abel's primary loyalty is not to Trantor itself but to his overarching goal of establishing a unified Galactic Empire under Trantorian rule as the only path to lasting peace. His methods are patient, subtle, and often morally ambiguous, prioritizing realpolitik over individual justice.

He first becomes involved in the crisis when Dr. Selim Junz of the I.S.B. appeals to him for help in locating a missing Spatio-analyst who had sent a cryptic warning about Florina's doom. Abel initially aids Junz primarily to assess how the situation could be manipulated to Trantor's advantage, using his extensive network of spies within the Sarkite government. When the fugitives Myrlyn Terens, Valona March, and Rik are captured by the Great Squires, Abel orchestrates a high-stakes diplomatic confrontation.

His masterstroke is obtaining and using a compromising photograph of Squire Fife's daughter, Samia, being kissed by the Florinian Townman Terens, a social disgrace Abel knew would be intolerable to the Sarkite aristocracy. He uses this as leverage to force Fife into a conference. During the tense meeting, he calmly manages the accusations between the Squires and ensures Rik's testimony is heard. After the Townman Terens is revealed as the psycho-prober, Abel supports Junz's argument for the evacuation of Florina based on Rik's nova theory, shrewdly combining the moral imperative with the economic argument that kyrt synthesis would soon break Sark's monopoly anyway. He successfully negotiates for Trantor to oversee the planetary evacuation, a significant political victory that advanced Trantor's influence and demonstrated its role as a galactic peacekeeper.
