The Military Junta assumed control of Trantor and by extension the Empire following the assassination of Emperor Cleon I. Forward the Foundation reveals that the head of the junta changed numerous time, the last head being General Tennar. It ruled the Empire for a decade between emperors, and was toppled following an attempt at establishing a poll tax.
