During the age of the Nebular Kingdoms, Nephelos was among the planets subjugated by the Tyranni. Governed through fear and suppression, it endured restrictions on its development and remained under the distant authority of the Khan of Tyrann. Like its neighboring worlds, it played no independent political role, existing as another link in the chain of occupied territories.
In the later era of the Foundation Federation, Nephelos had grown into a populous and economically important planet. When the Mule launched his sudden campaign of conquest, Nephelos became one of his swiftest victories. Its defenses collapsed not by force of arms but through the psychic domination of its rulers and military leaders.
