Nephi Morler is a historical political figure from the Settler world of Baleyworld. He served as a Director of the Baleyworld government approximately eight decades prior to the novel's main events. His tenure occurred during a much earlier, simpler period in the planet's development, when Baleyworld was a small world with a population of only about five million, its economy based largely on the export of raw materials like raw wool and titanium. During Morler's time, the planet was largely ignored by the Spacer worlds, and life was comparatively uncomplicated, a stark contrast to the complex interstellar tensions faced by the Directorate in the era of Genovus Pandaral.
