Steen is one of the five major continental regions of the planet Sark. The continent of Steen was perceived by the others as being under weak and frivolous leadership, focused on luxury and personal comfort. Its Squire's finances were in a poor state, creating a motive of financial desperation. This perception of weakness made it a target during Squire Fife's consolidation of power. The continent's strategic importance was dramatically highlighted when its Squire, panicking over Fife's accusations and fearing arrest, fled his own ports and sought sanctuary in the Trantorian Embassy. This act of defection provided Trantor with a crucial political foothold on Sark and significantly altered the dynamics of the interstellar negotiation over Florina's fate.
