Tejan Popjens Lih is a magistrate and judge on Trantor. A formidable and highly respected judge originally from the outer world of Lystena, Lih was known for her strict adherence to Imperial law and her imposing presence. Her most distinctive feature was her blue-tinged skin, which darkened to a purple hue when she became angry. She presided over the preliminary hearing for Hari Seldon and Stettin Palver, who were accused of assaulting a group of youths. Initially, she was deeply skeptical of Seldon, theorizing that he might have staged the incident to lend credibility to his predictions of Imperial collapse. However, her sharp judicial mind quickly identified inconsistencies in the testimony of the key witness, Rial Nevas. After Nevas's dramatic breakdown and confession, Lih delivered a powerful speech from the bench, not only exonerating Seldon and Palver but also publicly condemning the societal decay that had led to the false accusation, thereby transforming the trial into a public vindication for Seldon.
