Because the surface of Trantor is covered, not enough food can be grown for its inhabitants, so the food is shipped in from 25 surrounding worlds. When Hari Seldon came to Trantor to present his science of psychohistory to the Emperor, Cleon I, he was pursued by Eto Demerzel, the Emperor's First Minister.
