About the Upper City[]
The Upper City is the elevated level of Florina's capital, resting on a fifty-square-mile cementalloy slab supported by twenty thousand steel girders.
Accessible only by specific elevators, the Upper City was exclusively inhabited by the Sarkite ruling class and a contingent of patrollers. Its environment, with colorful buildings set in intricate mosaics and populated by Squires in luxurious clothing, was entirely alien to the planet Florina below. It contained Sarkite homes, theaters, sports arenas, and the Planetary Library. The architecture was designed to allow sunlight to filter down to the Lower City through openings in the cementalloy base. For a native Florinian, to walk in the Upper City was a rare and momentous event, a vast gulf between the rulers and the ruled.
